Should Government play to the tune of the builders?
On Sept. 15, 2006 participating in a meeting organized by Greater Hyderabad Builders Federation, Minister for Municipal Administration Sri. Koneru Ranga Rao accepted the demand of the builders from city and suburbs and promised to call for a meeting between officials and builders representatives on modifying certain clauses of G. O. 86. How many builders/promoters have honoured the AP High Courts orders with regards to fire safety, unathorised constructions etc? Is it so necessary and urgent a meeting of amendments?
High Rises Construction industry may have problems, because of G. O. 86., there are several hundred buildings in the city and suburban municipalities without fire safety and other amenities.
As per Huda’s technical approval Clause No. 4 sub clauses says that Municipal Commissioner / Executive authority shall ensure that the builder complies with Water supply, sewerage system and fire safety.

Minister for Municipal Administration should instruct the builders to provide the amenities in the constructed the buildings wherein fire safety, drinking water connection, etc are not available to the inmates.
Minister should also pull up the local body officials for the lapses done by the builders, when it was brought to notice of the officials by the inmates. He should insist for the report on rectification work done.
The Ministry of Municipal Administration and Urban Development seems to be favoring the builders more than the actual buyers. Income to the Ministry and its departments through the builders might be huge but its for one time. But from the inmates of high rises it is a regular one.
In the meeting to be held between the Municipal and Urban Development officials and the builders, the Minister for Municipal Administration should instruct the builders against whom the complaint of non compliance of the permission orders and other deficiencies be fulfilled to the satisfaction of the inmates (buyers). The local body officials should ensure the deficiencies are cleared.
If the Government and the builders have respect to the judiciary they complete the incomplete works and provide the amenities. Will it happen?

The policies,amendments or ordinances are always effected by the ministers/beurocrats with the sole purpose of personal/mutual benefits.The loopholes are deliberately incorporated to enable them to circumvent the law & judiciary.How otherwise can one explain the rags to riches or the rich to super rich stories of our politicians.
One of the solutions is to have an autonomous body represented by the members of a cross section of the society.The selected members should of high personal integrity & respected by the society at large.They should decide on all the issues relating to civic amenities,law & order,pollution,construction/development of residential/commercial areas,greenery,good roads etc.
In all this body should do what the government is doing today( or should I say paying only lip service).The Government's role should be purely supervisory.There has to be transparency in all the dealings the common man has for hsi daily/short term/long term needs.If this happens there will be discipline in all walks of life,respect for the system,law and above all towards others.
This however can happen only in UTOPIA but not definitely in India.For this to happen in India,there has to be a massive people's movement,similar to the one during the freedom struggle.
